Meet the Team

The Two Counties Trust is very lucky to have a growing team working behind the scenes, striving to make the Trust the best we can be. At the Trust, we focus on working with the teachers, the leadership teams and the students, across all our academies, to do the best they can. We are there to aid the teachers and leadership in providing a first-class education for every student at The Two Counties Trust. 

Senior Leadership


Dick Vasey, Chief Executive Officer

Dick transferred to the substantive role of Chief Executive Officer of The Two Counties Trust in September 2017, having combined this post with that of the Head teacher of Ashfield School for 18 months. Before becoming Head teacher at Ashfield School in 2008, Dick was Head teacher at The Long Eaton School during which time Dick led the school to an Ofsted judgement of ‘Outstanding’ and oversaw the construction of a brand new school building procured under PFI. Dick has been a local Leader of Education (LLE) for the past 12 years and as such he has supported a variety of different schools through school-to-school support and through developing leadership capacity at the schools. Dick has been involved in delivering a number of courses across the country covering a variety of leadership and management topics.


Kevin Hearn FCCA, Chief Financial Officer

Kevin Hearn is a Fellow of the Association of Chartered Certified Accountants and joined The Trust in April 2016. Kevin has been a Finance Director and Company Secretary over the past 19 years within different industry sectors from Manufacturing, Contracting and Service and has a wealth of knowledge and experience in mergers and acquisitions, developing strong financial reporting and controls. Kevin has also covered corporate financial management and funding from buy-out to distress business management which further extends the pool of knowledge and experience which can directly maximise value for money for the multi academy. As his areas of responsibility within industry have included Finance, Company Secretary, Commercial, IT, HR, Logistics and General Administration these are all transferrable skills for the role of CFO. Kevin has been a school governor for the past seven years, a trustee for two years and Chair of the Finance Committee for the past three years. As Chief Financial Officer, Kevin is responsible for all aspects of The Trust Business and Financial strategies.


Debbie Duggan, Head of Human Resources

Debbie is a Chartered Fellow of the Chartered Institute of Personnel and Development and has 30 years’ experience in the field of Human Resources. Debbie joined The Trust in 2017 to develop the HR Strategy, harmonise employment arrangements and is the HR Business Partner for all schools within The Trust.
